With winter approaching it is appropriate to review CSL Limited's CSL ; pharmaceutical division. CSL's earnings are traditionally skewed 33: 67 1H due in part to the cyclical nature of pharmaceutical sales. CSL's initial `flu vaccine sales have been strong. As a result, we have increased our forecast FY98 pharmaceutical revenue by 4.5% and total NPAT by 2.8% to A.7M. In FY98, we estimate pharmaceutical sales will represent 39% of total revenue and EBIT. At current levels, CSL is trading below our DCF valuation of A.35. There is a risk we have underestimated the success rate of CSL's R&D portfolio and therefore believe a share price target of A.00 is appropriate. We believe CSL will outperform in the long term and should be accumulated at current levels. 4 A big year for Fluvax. `Flu levels reached epidemic proportions in the northern hemisphere winter earlier this year and high rates of infection are expected in Australia during winter. Fluvax, CSL's biggest pharmaceutical product, is estimated to have 87% of the Australian market and is set for another season of growth. We estimate that Fluvax represents 35% of CSL's pharmaceutical sales. 4 Fluvax has significant potential for growth. In 1997, 12% of the population received `flu vaccination. We estimate only 50% of over 65 year olds received vaccination last year. In law, the preparation of the Register of Electors is a matter for each local registration authority. It is their duty to ensure, as far as possible and with the cooperation of the public, the accuracy and comprehensiveness of the Register. In April 2006, I announced a package of measures to assist local authorities in their work on preparing the 2007 8 Register, which included the use of Census enumerators or other temporary personnel to support local authorities in preparing the Register; over 1, 500 personnel were engaged in this work. There has been regular contact with local authorities throughout this year's electoral registration campaign, particularly in relation to establishing the overall framework in which the campaign was carried out and the compilation of data related to the process and its outcome. The agreed procedures included provision for ensuring that each household was visited at least twice and provided with forms and information, if necessary. In the event that this process did not satisfactorily register the household, written notification would then be given cautioning of the danger of being omitted from the Register. I also committed to providing additional ringfenced financial resources to support local authorities' own spending in respect of the register campaign and advised authorities that a contribution of some million can be made available in this regard. To date, million has been paid to local authorities and a further million in register funding is being processed. Another million was provided for a national publicity and awareness campaign involving TV, radio, press and outdoor advertising. Local authorities have carried out an extensive and intensive campaign in respect of the Draft Register for 2007 8, with both large numbers of additions to, and deletions from, the Register. On this basis, I satisfied there will be significant improvement in the accuracy and comprehensiveness of the Register. The process is not finished. Following requests from three local authorities, I have provided an extension of time to all councils and county registrars to complete their work on the Register -- up until the 2nd and 12th January respectively. The final date for entry into force of the new register remains 15th February 2007. If any person is omitted from the Final Register, they will still have the opportunity to apply for entry on to the Supplement to the Register up to 15 days before polling day.
