Ingrian immigration to Finland began in 1990, when President Mauno Koivisto declared that Ingrians could have the status of 'return migrants'. Since then, some 25 000 Ingrians and their family members have already moved to Finland, and another 20 000 in Russia and Estonia are waiting for their immigration permit. Return migrants are defined in Finland as persons who either are themselves Finnish, or who have at least one Finnish parent or two Finnish grandparents. In the case of Ingrians returning to Finland, however, fewer and fewer individuals possess a Finnish identity or speak Finnish. It has therefore been suggested in the public debate that in the future Ingrians and their family members should be treated in the same way as other potential immigrants to Finland. There is no simple solution. Generally speaking, what is involved are people of Finnish origin living in the territory of the former Soviet Union; among this population, Ingrians account for the largest group.
